Summary of Internal Policy Analysis Department's Activities for 2024

In 2024, the Department of Internal Policy Analysis conducted studies on the most pressing issues of the domestic socio-political agenda, in accordance with the organization's Charter. As part of its activities, the department prepared both public and closed reports, briefs, analytical materials, and recommendations.

In 2024, the department achieved the following results:

Section I: Two books were edited and published, 69 articles were released (including two published abroad), and one international scientific-analytical journal was issued.

Section II: 15 analytical reports were prepared (five of them co-authored), four review documents (one co-authored), as well as 84 briefs, analytical, and advisory materials.

Section III: Over 1,780 interviews were conducted for the media, and presentations and speeches were delivered at both international and local conferences.

The articles written by the department’s staff covered the following topics: "President Ilham Aliyev's speech at the inauguration ceremony as a formula for success in the new era of development," "The U.S. Congress sanctions bill: artificially created hype, reality, and possible scenarios," "Challenges related to social and historical collective memory in the era of digital society and artificial intelligence," "Facts reflected in the sanctions plan against Azerbaijan: the signatures remain unchanged," "The creation of an Initiative Group for the return to Western Azerbaijan as a step toward bringing the issue into the legal framework," "COP29 in Azerbaijan: global trends and prospects in climate change, climate migration, and human rights," "Davos 2024: forecasts for elections, artificial intelligence, and disinformation," "What’s seen through the EU's distorted lens in Armenia: does justice and peace need a new perspective?" As part of the project by the Social Research Center (SRC) titled "Combating Disinformation: The Detector of Exposures," a report titled "International Organizations with Armenian Founders, Armenian Personnel, and Ties to the Global Diaspora Advocating for the Introduction of the 'Global Magnitsky Act' Against Azerbaijan: Network. Facts. Exposure" was prepared.

This report reveals plans to prepare sanctions against Azerbaijan, the activation of global Armenian networks following the full sovereignty of the country, and the activities of Armenians who have infiltrated international human rights organizations, along with their sponsors. Specifically, it identifies that the Canadian Raoul Wallenberg Center for Human Rights, along with three other organizations with identical names, is funded by Armenians. The leadership and staff of these organizations are predominantly of Armenian descent.

The report also mentions that Argentine billionaire Eduardo Eurnekian, founder of the International Raoul Wallenberg Foundation (IRWF), has strong ties to Armenia and provides financial support to other related organizations. He is also associated with another foundation that bears a similar name, the Raoul Wallenberg Center, which advocates for sanctions against Azerbaijan.

Furthermore, it has been established that the sanctions project and the list of Azerbaijani officials were developed in 2023 by the Tom Lantos Human Rights Commission of the U.S. Congress. The project was commissioned by Chris Smith, co-chair of the Armenian Caucus in Congress and a member of the commission. It is noteworthy that Tom Lantos himself and his family were among the organizers of the Section 907 Amendment in 1992, which indicates that the pro-Armenian and biased stance of this commission has persisted for 32 years, with the same signatures appearing under biased resolutions.

Another key document is the report titled "Current Environmental Issues and Their Social Aspects, and Consequences in Azerbaijan," which was prepared based on the results of a sociological survey conducted ahead of the COP29 conference. The study aimed to examine public opinion on the country's pressing environmental issues.

The research identified key environmental challenges categorized by Azerbaijan's economic regions. Public attitudes toward solving environmental and climate issues were analyzed, including environmental protection efforts and satisfaction levels with the ongoing activities. Special attention was given to the public’s stance on environmental terrorism committed by Armenia, climate change, and awareness of the upcoming COP29 event.

The objective of the research was twofold: to assess public opinion and to promote environmental sensitivity, ecological culture, and public awareness in these areas. The analysis yielded five key directions, each with specific results and recommendations.

The report, titled "Social Research Center – 5 Years (2019–2023)," presents the Center's key activities, achievements over the five-year period, and information on the methodology, geography, and methods of conducting and processing surveys. The document includes summaries of analytical reports and review documents, book projects implemented, periodic publications of the Center, participation in international events, partnerships, and collaborations. It also includes quantitative indicators and accompanying information for all activities.

Publication of “Social Research”, a scientific and analytical journal, featuring an international editorial board

The department publishes the scientific and analytical journal "Social Research," which is supported by an international editorial board. During the reporting period, department staff members T. Allahyarova and A. Mamedov managed the submission of articles for upcoming issues of the journal in three languages (Azerbaijani, English, and Russian). They also facilitated collaboration with international authors, oversaw the editing process, coordinated peer review, and handled the publication of articles. They also ensured the distribution of journal materials on Facebook and the journal's website. The upcoming 2024 issue will feature 26 articles by both local and international authors, a book review, and a report on participation in an international scientific congress.

Additionally, during the reporting year, A. Mamedov was responsible for editing all analytical products of the Center (reports, reviews), books, and other official documents prepared for publication.

Interpretation of State Policy in Media

In line with section 3.1.13 of the SRC Charter, department staff provided interpretations of state policy through interviews, comments, and expert explanations on television, radio, as well as in print and online media. Overall, department members delivered more than 1,750 interviews and comments and appeared as experts on television and radio.

International Cooperation and Participation in Events

Department staff (T. Allahyarova) participated in the 25th World Congress of Philosophy (WCP) held in Rome. During the congress, roundtables were organized on the topics “COP29 – Azerbaijan” and “Way of Thinking in Turkic-speaking Countries and Contemporary Challenges.” Additionally, the department staff participated in a meeting with representatives from the Department of Sociology at the L.N. Gumilyov Eurasian National University and the Astana IT University (AITU). This meeting was held at the SRC, and decisions were made regarding the prospects for future cooperation between the institutions.

Moreover, department members participated in public discussions on topics such as "On the Path to Western Azerbaijan" and "A New Historical Era – A New National Ideology," as well as roundtables on "Will the Future Arrive on Its Own?" and "Azerbaijan-Türkiye Relations within the Organization of Turkic States" at the Azerbaijan State University of Economics (UNEC). Moreover, staff members participated in the event "The Importance of Transport Corridors in the Modern World," an international conference organized by the Baku Initiative Group, as well as discussions on "The Illegal Occupation of the Island of Mayotte by French Authorities" and "Historical, Cultural, and Legal Grounds for Returning to Western Azerbaijan," organized by the 'Imza' Support for Social Development Public Union. They also attended a conference on the right to self-determination for Bonaire at the United Nations General Assembly, organized in partnership with the Baku Initiative Group and the Bonaire Human Rights Movement.

Additionally, department members participated in an international conference in Baku on France's neocolonial policy in Africa and a roundtable on the "Middle Corridor," organized by the STEM Analytical Center. They also presented the Think Tanks Platform and its online portal (think-tanks.az), and participated in the first public discussion by the National Assembly's temporary commission on counteracting external interference and hybrid threats, which focused on "Hybrid Threats against COP29."

Furthermore, staff attended the 2nd Minsk International Conference on Eurasian Security and participated in events dedicated to Victory Day at the Baku Eurasian University, where they also delivered speeches. Finally, they provided interviews and comments to a range of local and international media channels on the topics discussed.
