Department Head
Mr. Elnur Chiragov holds a Bachelor's degree in Public and Municipal Administration from the Faculty of Informatics and Management at Azerbaijan State University of Economics (2010). He subsequently obtained a Master's degree in Political Science and Public Administration (Management Sciences program) from the Institute of Social Sciences at Ankara University in Türkiye (2014). He successfully defended his dissertation, entitled "Publicity of Universities: Fall of Public University" at this institution.
In 2018, Elnur was awarded a scholarship to pursue a doctoral program in Public Administration Institute for Türkiye and the Middle East. He successfully completed his Ph.D. dissertation, entitled "Territorial Administration System in Azerbaijan: Comparative Assessment and Model Proposal."
Mr. Chiragov's professional career commenced in 2015 as an advisor to the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan. In 2016, he began teaching at the Azerbaijan Tourism and Management University. He joined the Social Research Center (SRC) in 2019 as a senior advisor in the Social and Economic Analysis Department. By February 2022, he was promoted to head advisor, and in July 2022, he became the head of the Public Opinion Research Department.
Elnur has co-authored a number of analytical reports and sociological studies, including: "The President's Activity in Public Opinion" — a series of Trust Indexes, "The New Power Structure of the President: Reforms, Challenges, Public Opinion", "Public poll among Armenians Settled in Khankendi," "Social Solidarity in Azerbaijani Society," "Religious Situation in Azerbaijan: Dynamics, Trends, and Perspectives," "Assessment of Quality and Satisfaction with Services of State Bodies (Institutions)," "State Anti-Crisis Policy in Public Opinion in the Fight against the Pandemic," "Local Executive Authorities: International and National Experience," "Municipality 20/20: Local Self-Government in Public Opinion."
He is also the author of multiple scientific articles on a range of topics, including: "Changing Paradigms of Public Administration," "State Administration System in Azerbaijan: Structural and Functional Organization," "Theoretical Assessments of the Public Sphere in Postmodernism," "Public Service System in Azerbaijan," and others.
