Department Head
Mr. Seymur Aliyev holds both a Bachelor's and Master's degree in Economics from the Azerbaijan State University of Economics. From 2008 to 2013, he was enrolled in a doctoral program at the same university, with his dissertation focusing on optimizing Azerbaijan's foreign economic security policies. In 2011, he also participated in a foreign trade policy program at the Undersecretariat of Foreign Trade of the Republic of Türkiye.
Since 2014, Seymur has been teaching economics, macroeconomics, regional development, and research methods courses at around ten higher education institutions in Azerbaijan, under the Ministry of Education’s SABAH program. Since 2022, he has served as a local expert for the Commission on Business Environment and International Rankings of Azerbaijan. From 2008 to 2019, he held the position of lecturer at the Department of International Economics at Azerbaijan State University of Economics (UNEC). Additionally, he served as a guest lecturer at Gazi and Ankara Universities in Türkiye, under the Mevlana Exchange Program organized by the Turkish Council of Higher Education (YÖK).
From 2019 to 2021, Seymur served as the Head Editor of the Projects Department at ARB24, Azerbaijan's inaugural specialized news channel focused on business and economics. Additionally, he hosted the "Müzakirə vaxtı" program.
Mr. Seymur currently serves as the Head of the Social and Economic Analysis Department at the Social Research Center. He is an economist, analyst, and media commentator with a specialization in data-driven public administration and the analysis of state policies in the social and economic spheres.
He is the author of the periodically published analytical review compilations "Welfare Barometer" and "Sustainable Development Barometer," as well as reports such as "Municipality 20/20: Local Self-Government in Public Opinion (2019)," "Government Anti-Crisis Policy in the Fight Against the Pandemic," and others. His other contributions include "Public Opinion" (2020), "Voluntary Return and Resettlement to Liberated Territories: Survey of Intentions among Internally Displaced Persons" (2022), "Challenges of Sustainable Employment: Public Opinion of Youth," and other analytical reports.
